Situation
The Mediterranean Regional Director, with approval from the O4 Council, has requisitioned Mobile Task Force support for urgent investigations into alarming recent developments in the Achipelago of Belears. A man calling himself Albion of Abramia gained control of the entire archipelago, coming into power in Isla Abramia before conquering the three other small sovereign nations in the region.
Foundation Intelligence indicates that this should have proven impossible given the limitations on the forces and capabilities at his disposal. Furthermore, the existence of of several anomalous sites (refer SCP-███) nominally calls for the islands to be kept in conflict; with one man in control of the entire archipelago, the Regional Director has raised concerns that this anomaly may no longer be considered safe until we understand it better or return the islands to a state of war.
Further, the Regional Director had engaged agents to infiltrate the new government and determine the cause of Albion of Abramia's meteoric rise to power - it is their belief that the dictator is secretly in possession of the power of clairvoyance, which he can use in coverage of the entirety of the archipelago, at least.
Foundation Intelligence understands that Albion of Abramia has, as of now, seized complete control of the local militaries of all four major islands and has expended significant amounts of all four nations' wealth to import beyond-modern equipment to outfit a regiment of mercenary-trained 'elite guard'.
Mobile Task Force Tau-44 "Phalanx" will prepare to deploy to the Archipelago of Belears and commence operations to investigate SCP-███, test and determine the veracity of reports of Albion of Abramia's clairvoyant abilities, and find a way to render safe the anomalous sites - by plunging the islands into war once more, destroying the anomaly, or however else the Mobile Task Force sees fit.
Background
Since the 1500s, across the Archipelago of Belears - located some 240km north-east of Algiers - four individual nations have maintained a tense, conflict-marred independence from each other: Isla Regero, Isla Fapovo, Isla Panthera, and Isla Abramia.
Early in the Foundation's history, SCP-███ was identified as a series of four ancient temples, spread across the four major islands. In the early 1900s, Task Force Gimel was formed with two goals in mind: stoke the dying embers of nationalistic enmity between the four islands to ensure that nobody else could focus on uncovering the secrets of the temples... While doing just that, themselves.
While records from that time are spotty, it does not appear that Task Force Gimel ever achieved their second objective, and our knowledge of the temple's functions, what they protect, and what they're capable of remains very limited. However, they were exceptionally effective at the first objective, and were eventually pulled out of the region when it was determined that the political instability of the archipelago was sufficiently self-sustaining. That was the state of affairs all the way up until approximately two months ago, when Albion of Abramia rose to power in Isla Abramia, seizing control of the military there and then renewing aggressive offences against all other islands simultaneously.
Inexplicably, against all odds, forces directly under his control won every single engagement. Casualties were minimal, and not a single battle could be considered a victory for the other three nations. Foundation Intelligence understands that during this period, Albion of Abramia's enemies became extremely demoralised, as officers of defending forces began to accuse each other of spying and giving intelligence to the enemy, because nothing else could explain how Albion acquired the knowledge he demonstrated of his enemies' movements. Once he'd forced the other nations to surrender, Albion dissolved their governments and subsumed them into his new United Abramia.
The Mediterranean Regional Director has appointed an internal incident group in charge of carrying out their own espionage within the new United Abramia administration. Having passed their findings back up the chain to Foundation Intelligence, they're confident in the assertion that Albion of Abramia has an unknown anomalous means of clairvoyance.
